It's an augmented reality Android application using Unity.
The augmented painting belongs to the city of Mons - Belgium and was painted by Farid Rueda.

Install instructions
For the application to perform, all what you need is download the image and display it on a flat, non-reflective surface, while pointing your phone's camera at the image under the application open.
